The term, “Good Governance” has posed lot of difficulty in trying to separate it from mere leadership but there is no single and exhaustive definition of “good governance,” nor is there a delimitation of its scope, that commands universal acceptance. The phrase is used with great flexibility; this is an advantage, but also a source of some complexity at the operational level.

Depending on the context and the overriding objective sought, good governance has been said at various times to encompass: full respect of human rights, the rule of law, effective participation, multi-actor partnerships, political pluralism, transparent and accountable processes and institutions, an efficient and effective public sector, legitimacy, access to knowledge, information and education, political empowerment of people, equity, sustainability, and attitudes and values that foster responsibility, solidarity and tolerance.

In trying to explore into the principles of good governance, one would not but focus mostly on the giant strides of Governor Rochas Okorocha since he assumed office as the number one citizen of Imo State, as well as the past and present records of Sir Jude Ejiogu since he emerged into the political-cum leadership terrain of the state.

Nothing is more of good governance than free education, good roads, health care services, agricultural emancipation, payment of worker’s salary as at when due, respect to the rule of law, and sustenance of human confidence in governance.

However, there is a significant degree of consensus that good governance relates to political and institutional processes and outcomes that are deemed necessary to achieve the goals of development. It has been said that good governance is the process whereby public institutions conduct public affairs, manage public resources and guarantee the realization of human rights in a manner essentially free of abuse and corruption, and with due regard for the rule of law. The true test of “good” governance is the degree to which it delivers on the promise of human rights: civil, cultural, economic, political and social rights.

The key question is: are private individuals or institutions of governance effectively guaranteeing the right to health, adequate housing, sufficient food, quality education, fair justice and personal security?

The concept of good governance stands on the bedrock of transparency, responsibility, accountability, participation, responsiveness (to the needs of the people)

By connecting good governance to sustainable human development, emphasizing principles such as accountability, participation and the enjoyment of human rights, and rejecting prescriptive approaches to development assistance, the resolution stands as an implicit endorsement of the rights-based approach to development.

Prior to the coming on board of these two great leaders, tongues wagged, abuses rained like brimstone in condemnation of bad policies of previous administrations, but in Imo State today, under the leadership of the Commander of Free Education, the Senior Advocate of the Masses, His Excellency, Owelle Rochas Anayo Okorocha (OON), the same tongues that wagged and mouths that condemned are singing praises in solidarity for the sudden transformation of the state by the rescue missionaries.

While Governor Okorocha is developing Imo State as the number one citizen, the Secretary to the Government of Imo State, Sir Jude Ejiogu is on the other side doing everything possible to coordinate and unite the good people of the state together as one indivisible and indissoluble entity created by one Almighty God that should not be separated, despite political, religious and social affiliations.

No doubt, the civilized and human imbued approach of the duo to their people on the outcome of the governance of the state is indeed, an added advantage to their political antecedents. While Governor Okorocha is wiping tears of the indigent people, Sir Jude Ejiogu is consoling them to belief in the rescue mission government. While Governor Okorocha is building roads and infrastructures, Sir Jude Ejiogu is bringing approach geared towards the sustenance of the projects, and the improvement of the well being of the good people of the state.

Indeed, good governance is when good people of like minds mount the podium of leadership in fulfillment of the Biblical dictum that “When the Righteous is in Authority, the people rejoice”. Unarguably, the people of Imo State are in high spirit because two AGENTS of the Almighty God in form of human beings are at the helm of the governance of the state for optimal productivity.
