Since taking office in 2019, Governor Babajide Sanwo‑Olu has been steering Lagos through a relentless stream of challenges—flooding, traffic congestion, public‑health emergencies and rapid urban growth. In a special edition report, the administration’s core development framework, known as THEMES (Transport, Health, Education, Economy, Entertainment & Tourism, Security) and its expanded version THEMES+ are presented as the blueprints for turning the megacity into a more orderly, sustainable and prosperous hub.

The publication details how the government is pairing policy with on‑the‑ground execution. Key initiatives include:

Transport reforms: aimed at easing gridlock, such as de‑congestion projects and expanded rail and water transport.
Healthcare upgrades; with investments in primary centres and new specialty hospitals.

Education and technology: programmes that introduce digital learning and vocational training for youth.

Economic strategies: designed to attract investment and support small‑ and medium‑enterprises.
Security measures:, including city‑wide surveillance, to protect residents.

By aligning these pillars, the Sanwo‑Olu administration says it is imposing the structure needed for a city that never slows down, while also addressing long‑term sustainability goals.

The special edition offers an inside look at the decisions shaping Lagos’ transformation and the challenges that lie ahead.
