The Federal Ministry of Art, Culture, Tourism and Creative Economy has directed the immediate and full implementation of the National Institute for Hospitality and Tourism (NIHOTOUR) Act 2022 and its 2025 Regulations.
The directive was contained in a letter dated February 26, 2028, and signed by the Minister of Art, Culture, Tourism and Creative Economy, **Hannatu Musa Musawa**, mandating the Director-General of NIHOTOUR, **Abisoye Fagade**, to commence immediate enforcement in line with the powers granted to the Institute under its Establishment Act and subsidiary regulations.
According to the Ministry, the move is aimed at strengthening regulatory oversight across Nigeria’s hospitality, travel and tourism sectors, and repositioning the industry as a structured and globally competitive contributor to the national economy.
Musawa emphasized that effective regulation of personnel and operators within the sector is critical to improving professionalism, service delivery and consumer protection.
“The regulation of personnel and operators within the hospitality, travel and tourism sectors, as specified in the Act, is essential to enhancing professionalism, service quality, consumer protection and sustainable industry growth,” the Minister stated.
She added that the regulatory framework establishes minimum standards for skills, ethics, safety and operational practices, noting that it would strengthen public confidence, improve competitiveness and align the sector with national and international best practices.
The Ministry described the full implementation of the NIHOTOUR Act 2022 and the 2025 Regulations as a strategic milestone in strengthening institutional governance, standardizing training and certification, and ensuring compliance with operational benchmarks across the tourism value chain.
NIHOTOUR has also been directed to formally notify all departments, industry stakeholders, operators and practitioners under its regulatory supervision to ensure immediate compliance with the new mandate.
The Ministry reiterated its commitment to building a vibrant, well-regulated and globally competitive hospitality and tourism industry capable of showcasing Nigeria’s cultural heritage while driving sustainable economic growth.
